Is there a safe website to post writing for critiquing?
I’m a young writer, attempting to improve my skills by writing a book. Is there a place on the web where I can post some of my writing so that people can critique it, without having to worry about plagiarism?

The only way you can absolutely protect yourself from plagiarism is to never show your story to anyone. Thieves troll the internet. It’s a risk you may have to accept.
If you want to practice writing using existing characters, try fanfiction-dot-net. If these are original creations, fictionpress-dot-com. Either site has enough serious enough critics there that I wouldn’t recommend them to a beginning writer who’s ego bruises easily.

You should not post your writing to any site which is open to the public. It makes plagiarism easy, and it uses up your first publication rights. Publishers don’t buy second rights.
However, you can safely post work for critique at a site which is members-only, with passwords, and with an additional layer of password protection for the critique section. This makes plagiarism difficult (but not impossible for the dedicated thief) and does not use up first rights.
